Decision-Based Requirements Engineering Process

This paper discusses the role of decision-making in the early phases of systems development, especially requirements engineering. Current business environment in telecommunications industry demands for collaboration with a variety of stakeholders. Understanding of users’ needs and capabilities to provide feasible systems and solutions require collaboration. We regard early commitments and the visibility of the RE process as means for efficient collaboration. We stress the concepts of stakeholder concern and networks and bring forward the goal to produce information for decision-making. This short paper continues recently opened discussion and calls for industrial experiences and means and methods for decision-making in RE. We have planned to summarize our experiences at Nokia as a case study.
